Why can't I play tapes from other countries on my U.S. VCR?

Different countries have different television standards, with various ways to encode a signal when recording to videotape. For example, if you travel to Italy, Greece, or Russia and bring back a video that was recorded with a camera from any of those countries, chances are that video was recorded with European standards known as PAL. And since the PAL system is a different TV standard than the NTSC used in the United States, the picture will look scrambled when played in an American VCR.
